Cary Council Reviews Audit Findings, Financial Report
With more snow on the way, questions about who is responsible for clearing walkways in North Carolina are resurfacing. According to personal injury attorneys, property owners, landlords, and business operators are generally obligated to clear snow and ice in a timely manner, as these are considered known hazards.
However, liability in slip-and-fall incidents can be limited by the state’s contributory negligence law. This strict rule means that even a small share of fault by the injured party—just 1%—can eliminate their right to compensation.
Municipal rules also influence responsibility. For example, Raleigh’s ordinance requires occupants or tenants to clear sidewalks in front of their property, unless the building is vacant, in which case the owner is responsible. Lease agreements may include additional snow removal responsibilities.
Legal experts recommend treating snow and ice removal as a shared community duty to help prevent injuries and avoid potential liability.
How should Cary respond to the audit findings related to the former town manager?

A Cool Reception: Cary Readers Split on Winter Snowfall
Cary readers had mixed feelings about this weekend’s snowfall, reflecting both enjoyment and frustration after weeks of winter weather.
The most common response was mild approval, with many saying the snow was “fine” and nice to see, even if not universally loved. About a third of respondents said they genuinely enjoyed it, while nearly a quarter said the snow made everyday life more difficult.
The poll followed several weeks of winter storms, as Cary Public Works crews worked extended shifts to clear major roads and restore normal travel across town.
Top Results:
Option | Percentage |
|---|---|
It was fine — nice to see | 39.39% |
Loved it — perfect for winter fun | 33.33% |
Not a fan — just made everything harder | 24.24% |
Other (reply with your thoughts!) | 3.03% |
Representative Reader Comments:
“I can take it or leave it. I don't mind a little snow, as long as it's not ice, and I don't have to drive in it.”
“Especially nice when I didn’t have to go out in it.”
Readers Push Back on DMV Booking Change
Cary Spotlight readers expressed clear frustration with the NCDMV’s decision to limit online appointment scheduling to just one week in advance.
Nearly two-thirds of respondents said the change is not helpful, noting difficulties coordinating DMV visits around work, travel, and other commitments. About one in five readers viewed the shift positively, saying shorter booking windows could improve flexibility and availability.
The poll followed the DMV’s announcement that the policy is intended to better manage demand, while still allowing walk-ins and maintaining the same number of daily appointments statewide.
Top Results:
Option | Percentage |
|---|---|
Not helpful — I preferred booking further ahead | 62.50% |
It’s a good move — more flexibility and better availability | 21.88% |
Neutral — doesn’t affect me much | 15.63% |
I don’t make appointments — I just walk in | 0% |
Representative Reader Comments:
“I had to renew my license last year- in December I was finally able to get an appointment for March, 3 days before my license expired. Although I live in Cary I had to go to Fuquay-Varina for my appointment. And even with an appointment I was there for over 2 hours. Next renewal will be online; as we need a vision test every other renewal. I figured I should get the vision test that time in case I have vision issues in the future!”
“Sometimes I have to look further in advance for my appointment because I have other appointments the week they want me to book I think they should at least give two weeks that way I can plan around my schedule”
