Mayor Fred G. Bond was sworn into office on May 6, 1971 and guided the town for the next 12 years called the Fred Bond Era. The main thrust of the Bond Era was planning during which Cart pioneered the use of planned unit developments, launched an industrial recruitment drive, started a beautification program, obtained most of its parkland, opened its first greenway, welcomed its first mall, built its first library, erected a Town Hall, began its quest for a hospital and decided to build its own water and sewage treatment plants. (Around about Cary, p 129)
