Cary Unveils 21-Point Reform Plan
The Cary Town Council received the final report from Womble Bond Dickinson, the law firm hired earlier this year to conduct an independent review of the town's financial practices and workplace culture.
The report identified operational failures related to procurement card spending, financial reporting, and governance, concluding that former Town Manager Sean Stegall played a significant role in those issues.
In response, the report offers 21 recommendations focused on strengthening accountability, transparency, oversight, and internal governance. Town officials say many of the recommendations are already underway.
To keep residents informed, Cary has launched a public "Moving Forward" dashboard where community members can monitor the town's progress implementing recommendations from multiple independent reviews.

The public hearing drew extensive comments from both supporters and opponents before council postponed a decision.
💳 Special Commission Presents Audit Recommendations
Attorney John Cooke of Womble Bond Dickinson presented the Special Commission's report reviewing Cary's governance and financial oversight following the state audit. The presentation was one of the meeting's major agenda items and was followed by a lengthy Public Speaks Out session where residents addressed the findings.
🛡️ New Anti-Retaliation Policy Approved
Council unanimously approved a new anti-retaliation policy designed to protect employees who report misconduct or policy violations in good faith. The policy was recommended after an independent audit earlier this year identified the need for stronger whistleblower protections.
🏘️ Senior Living Rezoning Approved
Council unanimously approved the rezoning request for the proposed Calyx Senior Living of Cary development near Reedy Creek Road. The project includes up to 75 senior living units, a public greenway, one-story buildings, and other development conditions.
🌳 Future Neighborhood Development Moves Forward
Council advanced several planning items, including:
A future annexation and rezoning request for 719 Pittard Sears Road, which was forwarded to the Planning and Zoning Board.
A land use plan amendment for property on Earnest Jones Road in Chatham County.
A request to send the Green Level Church Road/Mills Farm Road rezoning proposal back to the Planning and Zoning Board for further review.
🚰 Infrastructure Investment
Council awarded an $848,600 contract to modernize electrical systems at the Swift Creek Pump Station, replacing aging infrastructure to improve wastewater reliability.
💻 Technology Investment
Council approved the renewal of Cary's Salesforce software licensing for up to $1.63 million for the next fiscal year, citing its role in permitting, resident services, and town operations.
