Cary Audit Reveals Financial Concerns, Toxic Workplace Under Former Manager

A North Carolina state audit found significant concerns over spending and governance within the Town of Cary during the leadership of former Town Manager Sean Stegall. The investigation began after allegations of financial mismanagement and ultimately uncovered purchases that auditors said lacked a clear public purpose or appeared excessive.

The report highlighted several high-profile expenditures, including the purchase of two properties worth more than $1 million without council notification, payments for a ghostwritten book, tuition assistance that was later repaid, and a series of costly travel, dining, and retreat-related expenses. Auditors also questioned the town's unusually broad distribution of purchasing cards, which were used for more than $24 million in transactions over a two-year period.

Investigators also described a workplace culture where employees and elected officials reported intimidation, bullying, and limited transparency. Multiple accounts suggested that dissent was discouraged and that information was often shared selectively, contributing to a hostile work environment.

Town leaders acknowledged that problems emerged during the final months of Stegall's administration and said they are implementing reforms to improve accountability, financial oversight, and organizational culture. Reader Poll Results: Before Today, Had You Heard of the Invasive Spotted Lanternfly?

The spotted lanternfly hasn't touched down in Wake County yet, but it's creeping closer — with confirmed sightings now in seven North Carolina counties, including Guilford and Forsyth. First detected in the state back in 2022 after working its way down from Pennsylvania, this sap-sucking pest poses a real threat to vineyards, fruit trees, and ornamental plants, and agricultural experts are urging Triangle residents to start paying attention now, before it arrives. So we asked Cary Spotlight readers: had you even heard of it before?
