Cary Avoids Water Restrictions, But Much of the Triangle Isn't So Lucky

As much of North Carolina remains in severe drought, with parts of the Triangle experiencing extreme and exceptional drought conditions, several local communities have implemented water restrictions. For Cary residents, however, the news is better.

Unlike Raleigh, which relies heavily on Falls Lake, Cary draws its drinking water from Jordan Lake through the Cary/Apex Water Treatment Facility. Jordan Lake is currently at normal pool levels, meaning Cary, Apex, Morrisville, Research Triangle Park and RDU International Airport are not under mandatory water restrictions at this time.

That stands in contrast to several neighboring communities. Raleigh remains under Stage 1 restrictions, limiting when residents can use automatic irrigation systems based on their address. Durham has implemented stricter Stage 2 restrictions, banning sprinkler irrigation entirely, prohibiting home car washing with city water, and restricting other outdoor water use. Fuquay-Varina has also enacted Stage 1 conservation measures, including limits on lawn watering, vehicle washing and pool filling.

Even though Cary's water supply remains stable, officials continue to encourage residents to use water wisely as drought conditions are expected to persist through the summer. Much of central North Carolina remains well below normal rainfall, and experts say the Triangle would need 12 to 15 inches of rain in a single month to eliminate the drought, an outcome considered highly unlikely.

The drought has already affected recreation across the region. At Falls Lake, low water levels have forced the closure of the Hickory Hill boat ramp, and North Carolina's statewide burn ban remains in effect.

Water officials say Cary's situation differs because Jordan Lake currently has a full water supply allocation. However, they continue to monitor conditions closely as demand increases alongside the Triangle's rapid population growth.

Here's What's Changing Under Cary's New $579.6 Million Budget

The Cary Town Council has approved a $579.6 million budget for fiscal year 2027, emphasizing public safety, infrastructure maintenance and a long-term financial strategy designed to keep future tax and fee increases more predictable.

The budget, which takes effect July 1, includes $452.2 million for operations and $127.4 million for capital projects. More than $111 million is dedicated to public safety, funding 33 new positions, including 21 police officers, six 911 operators and six firefighters. The plan also funds the initial design work for two new fire stations in western Cary.

Town leaders said the budget reflects months of planning, Council discussions and public feedback gathered through Cary's first budget open house, advisory board meetings, public hearings and comments submitted through Cary 311.

Residents will see modest increases to several bills. Cary's property tax rate will rise by 2.75 cents to 36.75 cents per $100 of assessed value, adding about $15 per month for the average homeowner. The monthly solid waste fee will increase by $2, while utility base rates will increase by 4%, or about $3.08 per month for the average household.

More than half of the town's capital spending will go toward maintaining existing parks, roads, sidewalks and other public facilities rather than building new ones. The budget also restores positions responsible for budget oversight, internal auditing and compliance to strengthen financial accountability.

Town officials say this budget marks the beginning of a multi-year strategy to address rising operating costs, staffing needs and future capital projects while minimizing sudden financial impacts on residents.
